District Level

The process starts at this stage of the certificate verification process. Depending on the criteria, this step of the verification process might be carried out by the notary, the institution from which the documents were issued, or, in the case of business documents, the Chamber of Commerce. The Chamber of Commerce will carry out the verification in the case of commercial documents.
Management of the state.

Depending on the requirements for the specific type of document, one of three organizations is in charge of authenticating documents that come from the state. These organizations are made up of three entities: the State Home Department (SHD), Sub-Divisional Magistrate (SDM) and the Human Resource Department (HRD). The verification checks conducted by this agency are taken into account at the state level, even though SDM is not connected to the state government.

MEA Seal

When the document has successfully undergone the Ministry of External Affairs' final authentication step, which the domestic government requires, it will be stamped with the MEA seal (MEA). The Ministry of Foreign Affairs (MEA) is the principal government body managing the nation's trade and diplomatic ties.

Certificate from the Embassy

The officials of the relevant country, whose jurisdiction the attested documents fall within, perform it. For most nations, this is the last level of certification after going through the Ministry of External Affairs.
